Great article and subject matter. I first heard of this 20 years ago while living in Washington DC.

I was a Senior Account Executive at Sprint and my friend told us (a group of black SAE's) about how you could go to Brazil, rent a beach front villa, and 2 beautiful Brazilian babes for the weekend for less than $300. Of course this was before Social Media but he had amazing pictures.
